Continued work to integrate notices from stoppages subsystem into planning and gazetteer. Added 3 types: Events, Notices and Opening Times to:

New code to automatically pull and update local database from system MySQL database. Could support moving more of the system to MySQL if wanted
Deleting of navigational notes works
Date ranges on notes and stoppages in routes works

Addressed issue issue 452 by improving the way the code works out what page it is on. Also improved the "close" for the information box and the arrows in the breadcrumbs.
Added new Google Maps API key

Tracked down and fixed a very obscure bug in the code to reduce the map when doing multiple calculations - realised that there were a couple of things there that weren't quite right, so fixed them and improved the code by using a few more symbols and fewer constants. To my great satisfaction it appears to fix another rare bug that I've never been able to track down.
Fixed issue 453 - easiest bug to fix ever.
Prevented "variant routes" from suggesting there are some but not showing them (happened when the alternative was slightly worse - so a different way through Lapworth for example).
