Reason for Deleting a Place

Place [Abbey Meadows Pipe Bridge] has been deleted from the [Grand Union Canal (Leicester Section - River Soar Navigation)]. There is no reason given as to why it has been deleted, which may be that it no longer exists. Should users be forced to give a reason before deletions can take place?
